LMS System Announcements are different from Class Announcements and show in the LMS Home area. The LMS Home area is the first area instructors see see when they login to the LMS system.

At the LMS Home area, LMS System Announcements provide information about system messages, e.g. planned maintenance times, special notes on procedures, etc.
