Stephen T. Parente

PhD - Academic Director


Stephen T. Parente is an Associate Professor in the Department of Finance in the Carlson School of Management at University of Minnesota where he specializes in health economics, health insurance, medical technology evaluation and health information technology. He has extensive experience directing empirical analyses utilizing primary and secondary data bases and is acknowledged as a national expert on using administrative databases, particularly Medicare and health insurer data, for health policy research. He has served has a consultant to several of the largest health care organizations including: UnitedHealth Group, Blue Cross Blue Shield, Johnson and Johnson, Medtronic, Pfizer, Merck, Johns Hopkins Hospital, and various government agencies. He is currently the principal investigator for several projects evaluating the impact of consumer-directed health plans.


Dr. Parente teaches graduate level courses in health economics, information technology and medical technology evaluation. He holds an appointment as adjunct faculty member at Johns Hopkins University. He holds a doctorate from Johns Hopkins University, and both a Masters of Science in public policy analysis and a Masters of Public Health from the University of Rochester.



Ruth Taylor

Associate Director


Ruth Taylor came to the University of Minnesota in 1999 to coordinate the development and management of an academic research center focused on the study of health care management. Prior to that she worked at Park Nicollet Health Services where she had extensive experience in program development and implementation, project management of evaluations of disease management initiatives in clinical settings, and coordination of both national and local clinical outcomes studies. She is a community member of Park Nicollet’s Institutional Review Board (IRB) for the protection of human subjects in research and sits on the Advisory Committee for the organization’s three IRBs. Ms. Taylor has collaborated with researchers on several publications focusing on the management of chronic illness in health care organizations and the evaluation of consumer-driven health plans. In April 2005, Ruth Taylor was appointed associate director of the Carlson School’s Medical Industry Leadership Institute.

Jessica Haupt

Program Associate


Jessica Haupt joined the Medical Industry Leadership Institute in January 2007. She comes to the institute with a strong background in the medical industry through her previous work with the Medical Technology Leadership Forum and the Division of Health Policy and Management, both located in the School of Public Health, University of Minnesota. She has further experience from the Center for the Study of Healthcare Management at the Carlson School where she was responsible for event and communications management, and provided support for faculty research. Ms. Haupt began her employment at the University at the Carlson School where she coordinated a Bush Foundation program for Minnesota educators and school leaders.
